The Pink Scooty Scheme gives women in Sindh a free electric scooter, and registration is open on the official SMTA website. No fee, no agent, no sifarish.
Selection is by open ballot. Applying early does not help you. Applying correctly does.
Before you fill anything in, there are four rules most guides never mention. One of them lasts seven years.

The Sindh government has publicly warned women about fake registration pages for this scheme. Those warnings exist because people are losing data and money to them.

The minister has stated there is no donor agency behind the programme and no recommendation is required. Any eligible woman with a licence and proof of study or work can be a beneficiary.
Because it is electric, your running cost is a few rupees of electricity instead of a tank of petrol. With petrol prices changing daily, that gap matters more every month.
Who Can Apply
The published criteria are short and strict.
Permanent resident of Sindh
Student or working woman — you need to be enrolled somewhere recognised, or employed
Valid driving licence — a two-wheeler licence is what the scheme is built around
The official registration page also names four priority groups: widows, single mothers, working women and students.
The licence rule catches most people out
A learner's permit is not a licence.
The minister has said plainly that a driving licence is mandatory to take part. If you only hold a learner's permit, sort the full licence first.
If you have never ridden at all, do not give up. The scheme includes free training and licence support. Call the helpline on 0309-1365354 and ask about the training route before you apply.
The Four Rules Nobody Tells You
This is the part worth reading twice.
1. You cannot sell it for seven years
The scooty cannot be sold or sublet for a minimum of seven years from the day you receive it.
This is a real condition attached to the scheme, not a suggestion. Apply only if you want to ride it, not resell it.
2. A man riding it can get it impounded
The government has received complaints about brothers and husbands using scooties issued to women.
Traffic police have been instructed to act. The minister has warned these bikes can be impounded if a male is seen riding one.
The scooty is registered to you and meant for you.
3. Selection is a ballot, not a queue
Every application is verified first. The final list is drawn by open balloting.
The draw is held in front of media, monitored by a committee that includes the Transport, Excise and Finance departments plus members of the press.
So rushing gains you nothing. A clean, complete, correct application is the only thing in your control.
4. Nobody can get you selected
There is no recommendation route. No official, no agent, no politician can move your name up a computerised ballot.
Anyone claiming otherwise is either lying or scamming you.

Open smta.gos.pk/pink-scooty-registration directly. Type it, do not follow a forwarded link
Check the domain in your browser bar says smta.gos.pk before entering anything
Fill your personal details exactly as they appear on your CNIC
Upload your documents — clear scans, both sides where needed
Use a CNIC-registered mobile number. Selection notifications go there
Review before submitting. Small errors are the top rejection reason
Wait for the ballot. No payment is involved at any stage
Where the Scheme Operates
Karachi, Hyderabad, Sukkur, Larkana and Shaheed Benazirabad.
Distribution happens at public ceremonies. Around 200 scooties were handed out in Karachi in September 2025, and about 200 more in Hyderabad in May 2026, with a separate ceremony held in Sukkur.
The provincial cabinet approved procurement of 1,000 electric scooters for the scheme. A second phase has been announced.
The Number That Shows Why This Works
Forget the scooters for a moment.
When this programme started, roughly 150 women in all of Sindh held a motorbike driving licence.
Around 25,000 women have applied for licences since.
That is the real outcome. A scooter helps one woman get to work. Twenty-five thousand licences change what is normal.
The minister also noted a side effect nobody planned: families who had never bothered getting women a CNIC started doing so, because the scheme required one.
How to Avoid the Scams
The Sindh government has issued formal warnings about fraudulent Pink Scooty registration pages. Here is how to stay safe.

Check the domain. Only smta.gos.pk. Government sites end in .gos.pk or .gov.pk
No agent can help you. The ballot is computerised and monitored
Do not trust WhatsApp links. Type the URL yourself
Never share your CNIC on a site you cannot verify
