Lahore Helmet Rules 2026: No-Go Zones and AI Data

Four major Lahore roads are now no-go zones for riders without a helmet. The Mall, Jail Road, Canal Road and Cantt are under a zero-tolerance policy, and it extends to the roads connecting them.

This came from Pakistan's first AI-based helmet compliance survey, run through Safe City cameras.

The headline figure is 97.11% compliance. But there is a second question nobody is asking, and it matters more than the percentage: what kind of helmet are those riders actually wearing?

Here is everything the survey found, plus the part the coverage has missed.

The Four Roads Where You Cannot Ride Without a Helmet

Lahore Traffic Police have declared these corridors no-go zones for helmetless riders:

  • The Mall

  • Jail Road

  • Canal Road

  • Cantt

The policy also covers roads adjoining these corridors. You cannot dodge it by cutting through a link road.

Chief Traffic Officer Lahore, Syed Abdul Rahim Shirazi, described it as a zero-tolerance approach against the minority still riding unprotected.

What the AI Survey Actually Found

This was not a manual headcount. Lahore Traffic Police used AI video analytics running on Punjab Safe Cities Authority cameras.

Read the violation figure again. 7,639 riders caught bare-headed at just 17 points, during set observation hours.

That is not a rounding error. That is a stadium's worth of people in a single snapshot.

The scale behind the number

Lahore has roughly 8.2 million registered vehicles, and more than 6.1 million of them are motorcycles.

Three quarters of the traffic is two-wheelers. That is why a 3% non-compliance rate still means a very large number of exposed heads.

The spread is the story. Nearly 16 percentage points between top and bottom, in the same city, under the same law.

Where the no-go zones came from

Look at the bottom of that table and the policy makes sense.

Jail Road holds two of the three worst positions. Canal-Ferozepur sits right beside them. Both are now no-go zones.

The AI did not just produce a statistic. It told the police where to put the pressure.

The Number That Should Change Your Mind

Forget compliance rates for a moment.

Severe head injuries among Lahore motorcyclists have dropped by around 40%.

That is what the CTO attributes to increased helmet use. Not fewer challans. Fewer people with permanent brain damage.

A fine is an inconvenience you forget in a week. A head injury is the rest of your life, and your family's.

The Question Nobody Is Asking About That 97%

Here is where this article goes somewhere the others do not.

Pakistan has spent years without an enforced quality standard for motorcycle helmets.

That is not our opinion. It is a documented, decade-long failure.

What the record shows

2018 — The Young Doctors Association took the issue of rider safety to the Lahore High Court. The court directed the Pakistan Standards and Quality Control Authority (PSQCA) to develop a helmet safety standard.

2019 — PSQCA's technical committee reported that an SRO to add helmets to its mandatory list was "in progress". A revised Pakistan Standard specification for two-wheeler protective helmets was still being drafted.

2022 — More than three years after the court direction, reporting found the standard still not implemented. Officials described the market bluntly: hundreds of helmet types on sale, locally made and imported, and almost none meeting safety standards.

Ministry of Science and Technology testing reportedly found that millions of helmets in circulation were not up to standard. Worse, in many crash cases they were found to have been actively dangerous to the wearer.

A study of around 24 motorcycle deaths in Karachi concluded riders died of head injuries despite wearing helmets, because the helmets were substandard.

Why this matters for the 97.11% figure

An AI camera can see whether something is on your head.

It cannot see whether that something will hold together in a crash.

So the compliance number is real and the progress is genuine. But compliance and protection are two different things, and only one of them has been measured.

The direction is finally right

There is a positive here worth noting.

In December 2025, PSQCA launched a nationwide crackdown on substandard and unlicensed products under its new Director General, starting in Lahore and Faisalabad.

The World Health Organization's global road safety target asks countries to get riders correctly using standard helmets to near 100% by 2030. Not just wearing something. Wearing something tested.

Lahore has done the hard part by changing behaviour. The market side is still catching up.

How to Buy a Helmet That Actually Protects You

Given all of the above, this section is the most useful thing on this page.

Six checks before you pay:

  1. Look for the PS Quality Mark. PSQCA's Pakistan Standard mark shows a product is certified. An unmarked shell has no verified testing behind it

  2. Check the weight. A genuinely protective helmet has real impact-absorbing foam inside. Very light shells usually have very little

  3. Press the inner lining. It should be firm dense foam, not soft sponge. Sponge is comfort, not protection

  4. Fasten the strap and pull. A helmet you can rock loose on your head, or that shifts when you tug it, will leave your head on impact

  5. Full face if you can. Open-face designs leave your jaw and face exposed, and jaw injuries are common

  6. Replace it after any crash. The foam crushes once, by design. A helmet that has taken one impact is finished, even if it looks fine

The cheapest shell in the market is not a helmet. It is a hat that passes a camera check.

Buy for your head, not for the challan.

What Is the Fine? An Honest Answer

Here is why you will find five different numbers online.

The Punjab helmet fine has changed twice in about six months.

  • Fines were raised sharply in late 2025, with reports of the base penalty moving from Rs 200 to around Rs 2,000

  • In April 2026, the Punjab government approved a reduction, with the no-helmet fine specifically set to be halved

  • In May 2026, Lahore Traffic Police issued a revised 2026 challan framework, under which several motorcycle violations carry Rs 1,000 while tougher penalties of Rs 2,000 remain for others

We are not going to print a single confident figure, because the rate has moved twice and any number could be stale by the time you read this.

How to Check If You Already Have an E-Challan

This is the part most riders do not realise.

AI cameras issue challans automatically. No officer has to stop you. The ticket is linked to your number plate and CNIC, and you may already have one you have never seen.

To check:

  1. Go to the Punjab Safe Cities Authority e-challan portal, or use the official traffic police app

  2. Enter your vehicle registration number and CNIC

  3. The system shows the date, location and a camera photo of the violation

Verify before you pay. The photo tells you whether the challan is actually yours.

Pay only through official channels. Never through a link someone sends you.

One Thing the Data Shows That the Policy Missed

An honest observation nobody else has made.

FC College Underpass has the worst compliance in the entire survey at 83.96%. That is roughly one rider in six with no helmet, and it is well below every other point measured.

It is not on the no-go zone list.

The four declared zones mix genuinely weak spots (Jail Road, Canal Road) with high-profile flagship corridors (The Mall, Cantt).

We are not saying that is wrong. The Mall and Cantt are sensitive routes for good reasons. But if the goal is saving heads rather than headlines, FC College Underpass is where the next zone belongs.

Two Surveys, Two Numbers, One Confusion

You may have seen a different figure: 98.68%.

Both are real. They measure different things.

  • February 2026: AI tracked around 26 million motorcycle movements across the whole city over 15 days, showing 98.68% compliance

  • July 2026: AI tracked 264,112 motorcycles at 17 model-road intersections during set hours, showing 97.11%

Different sample, different period, different scope. Neither cancels the other.

The same February exercise reviewed one-way violations across 6.2 million movements and found 1,466 cases, about 0.023%. Police said vehicles involved were being impounded regardless of how small the ratio looked.

What This Means If You Ride in Lahore

Practical, no lecture.

  1. Assume you are on camera. Enforcement no longer depends on an officer seeing you

  2. The four zones are absolute. The Mall, Jail Road, Canal Road, Cantt, and their link roads

  3. Your pillion is covered by law. The Lahore High Court made helmets compulsory for pillion riders back in December 2018. This is not new and it is not optional

  4. Short trips count. Most crashes happen close to home, on the ride you thought was too short to bother

  5. Check your e-challan record. You may already owe money you do not know about

  6. Check your helmet, not just your compliance. Passing a camera is not the same as surviving a crash
